Germany accuses Russia of drone attack on Leipzig, proposes Baltic task force.

Germany has formally accused Russia of being responsible for an attempted explosive drone attack on the Leipzig/Halle cargo airport, which occurred last August 4th. Police investigations and intelligence information have led Berlin to conclude that the methods, explosives, and detonation technology are consistent with previous Russian hybrid operations and with the war in Ukraine.

The German government is pushing European partners to create a rapid response task force in the Baltic Sea region. The proposal, put forward by Interior Minister Alexander Dobrindt, aims to enable countries in the area to quickly exchange information and coordinate responses to hybrid threats, including drones, sabotage, cyberattacks, and actions against critical infrastructure.

The German response to the attack includes the announced closure of the Russian consulate general in Bonn and the termination of some bilateral agreements. Latvian Foreign Minister Baiba Braže described the episode as "state-sponsored terrorism on German soil," emphasizing the Russian threat to European security.

The German accusation comes in the context of a recognized escalation of Russian hybrid warfare campaigns in Europe. A report by the International Institute for Strategic Studies identified 144 suspicious drones near sensitive sites in Germany, France, and the United Kingdom, part of a broader campaign to surveil military sites and test NATO air defenses.

The proposal for a Baltic task force follows a meeting in Flensburg on August 28 and was accelerated by the Leipzig incident. Germany is also investigating sabotage of the power grid, expanding the scope of hybrid threats that include disinformation and attacks on critical infrastructure.

This development marks a hardening of Germany's stance toward Moscow, with direct accusations of attacks on its national territory. The coordinated response with Baltic partners represents an attempt to establish a collective defense mechanism against operations below the threshold of conventional conflict, at a time of high tension between Russia and the West.
