The measure, announced by Minister Giuseppe Valditara in a letter to staff, represents a voluntary collective coverage with a non-revocable four-year commitment.

The operational activation of the insurance plan is scheduled from 00:00 on September 30, 2026, and will remain valid until September 29, 2030. The integrated system between the Ministry and the insurance company UniSalute will manage monthly changes in staff, such as new hires or substitutes, allowing them to join. The policy provides an annual maximum coverage of 600,000 euros per individual, with protections also for pre-existing conditions.


The context

The supplementary health insurance for school staff is the largest free health insurance ever provided in public employment, funded with an additional investment of 320 million euros. The initiative stems from the supplementary agreement signed with trade unions (except for the FLC CGIL, which expressed criticism) and targets a potential audience of approximately 1.2 million workers, including temporary staff, teachers, and ATA personnel.

The measure was introduced through Decree-Law No. 38 of 2026, converted into Law No. 88 of 2026, which established its legal foundation. The health plan includes services considered essential, such as surgical interventions, maternity care, dental treatments, and cancer prevention protocols. For permanent staff, coverage lasts four years, while for temporary staff, it ends with the natural expiration of their assignment.

The first enrollment window (September 10–20) saw around 800,000 enrollments. The periodic reopening of the platform addresses the dynamic nature of the school system and the requests of the signing trade unions, ensuring access even for those who did not complete the initial procedure or prefer to evaluate later.
